Marshall repeats as Region 10 ‘Superintendent of the
Year’![]() Mabank ISD Superintendent Dr. Russell D. Marshall has been named the 2007 Superintendent of the Year for Region 10. Marshall was nominated by the Mabank Board of Trustees. “Dr. Russell Marshall has been named Superintendent of the Year for Region 10 for the second year in a row,” Board President Gary Sapp said. The Superintendent of the Year program was developed to recognize Texas superintendents for achievement and excellence in public school administration. Winning this award two years in a row is a remarkable accomplishment, especially considering his competition this year included superintendents from such districts as Plano and Coppell, Sapp said. “This award brings a positive recognition to Mabank ISD and all the communities of our district. “We congratulate Dr. Marshall for receiving this well-deserved award and thank him for his continued leadership of our school district, ” Sapp said Region 10 Education Service Center serves eight counties and 81 school districts in north Texas. Dr. Buddy Echols, Executive Director of Region 10, expressed appreciation for the boards that participated in the Superintendent of the Year process. Echols particularly thanked the Mabank ISD Board and its president, Gary Sapp, for nominating Marshall as a “qualified and deserving candidate who represents all the superintendents of Region 10 very well.” “I’m honored and humbled by this award.” Marshall said. He credits the board for developing an environment for student achievement, focusing on what is best for students and supporting the shared vision and team approach. He also praised his staff for their implementation of successful programs. He accepted the award on behalf of the MISD teachers and staff who work hard every day for the children of the district. Marshall has 17 years of administrative experience, serving the last four years as Mabank ISD superintendent. He received his bachelor’s and master’s degrees from Stephen F. Austin University and earned his doctorate from Baylor University in 1997. Marshall is an active school board trainer and serves as an adjunct professor of education administration at Texas A&M Commerce. He has done extensive research and presentations on education. Marshall’s selection will now move on to the next level for consideration. The Texas Association of School Boards (TASB) state selection committee will interview regional winners in August and select five finalists. From the five finalists one will be chosen the 2007 Texas Superintendent of the Year. The award presentation will be made in September at the TASB/TASA Convention in Dallas. |

2007 Teachers of Year chosen by peers at Mabank Campuses
Michael Rowland - High School Michael has been teaching for 3 years. He received a bachelor’s degree from Southwestern Oklahoma State University and is currently teaching Biology/Pre-AP Biology. He runs the college recruiting program for the athletes at Mabank High School. His reason for going into the teaching profession was to help take education to the next level by raising the rigor and expectations in and out of the classroom. |

ISD Announces Child Find Efforts Special to The Monitor MABANK-Mabank ISD is responsible for identifying, locating and evaluating any children with known or suspected disabilities who reside within the school district's boundaries to determine whether a need for special education and related services exists. All referrals are considered confidential, and services are provided at no cost. Mabank ISD offers comprehensive special education services to eligible students ages 3 through 21 years, and to children from birth through age 21 years who have a hearing or visual impairment. Children from birth to age 3 with other disabilities will be referred to appropriate agencies for services. The parent, legal guardian or surrogate parent retains the right to refuse services and are provided other procedural safeguards under federal and state law. Public school services include screening in areas of suspected disabilities, such as vision, hearing, motor skills, speech, language and general development. Evaluations in the schools are provided for several areas of suspected disabilities, including learning disabilities, speech and language development, physical impairments, vision or hearing problems, mental retardation, emotional disturbances, autism/pervasive developmental disorders, health impairments or traumatic brain injuries. A free, appropriate, public education with a full continuum of services is available for eligible students.
